Subject: Improving EU Regulations on Air Travel and Cross-Border Transport
for Companion Birds
Dear Mr Fularz,
I would like to thank you for your correspondence of 26 February 2026 in which you have
conveyed your considerations relative to the in cabin cross-border transport of companion
birds.
The decision whether to allow the transport of pets in the passenger cabin is ultimately a
decision for the airline to make. Some will allow it whereas others will not. Those that do,
may decide that only certain pets are allowed and not others. This is not regulated at EU
level through EU legislation, but is, as mentioned, a commercial decision of the airline
whether to offer that service or not.
Should the case be that an airline does allow for the transport of pets, then the airline will
be responsible for ensuring that relevant policies and procedures to be respected are clearly
communicated. At this point, reference may be made to non-legally binding acceptable
means of compliance text associated with Commission Regulation (EU) No 965/2012 of 5
October 2012 laying down technical requirements and administrative procedures related
to air operations, which state that “…a mix of passengers and live animals should only be
allowed for pets weighing not more than 8 kg and guide dogs”.
